چکیده

To cite: Shahian DM, Normand S-LT. BMJ Qual Saf 2015;24:95–99. Healthcare performance measurement is a complex undertaking, often presenting a number of potential alternative approaches and methodological nuances. Important considerations include richness and quality of data sources; data completeness; choice of metrics and target population; sample size; patientand provider-level data collection periods; risk adjustment; statistical methodology (eg, logistic regression vs hierarchical models); model performance, reliability and validity; and classification of outliers. Given these many considerations, as well as the absence of nationally accepted standards for provider profiling, it is not surprising that different rating organisations and methodologies may produce divergent results for the same hospitals. Outlier classification, the last step in the measurement process, has particularly important ramifications. For patients, it may lead them to choose or avoid a particular provider. For providers, outlier status may positively or negatively impact referrals and reimbursement, and may influence how scarce hospital resources are deployed to address putative areas of concern. Misclassification is probably more common than generally appreciated. For example, partitioning of hospitals (eg, terciles, quartiles, quintiles, deciles) to determine outliers may lead to excessive false positives—hospitals labelled as having above or below average performance when, in fact, their results do not differ significantly from the mean based on appropriate statistical tests. 8

A statistical test for outlier identification in data envelopment analysis

In the use of peer group data to assess individual, typical or best practice performance, the effective detection of outliers is critical for achieving useful results. In these ‘‘deterministic’’ frontier models, statistical theory is now mostly available. This paper deals with the statistical pared sample method and its capability of detecting outliers in data envelopment analysis. In the prese...

A method to solve the problem of missing data, outlier data and noisy data in order to improve the performance of human and information interaction

Abstract Purpose: Errors in data collection and failure to pay attention to data that are noisy in the collection process for any reason cause problems in data-based analysis and, as a result, wrong decision-making. Therefore, solving the problem of missing or noisy data before processing and analysis is of vital importance in analytical systems. The purpose of this paper is to provide a metho...

Outlier Detection for Support Vector Machine using Minimum Covariance Determinant Estimator

The purpose of this paper is to identify the effective points on the performance of one of the important algorithm of data mining namely support vector machine. The final classification decision has been made based on the small portion of data called support vectors. So, existence of the atypical observations in the aforementioned points, will result in deviation from the correct decision. Thus...

Outlier Detection Using Extreme Learning Machines Based on Quantum Fuzzy C-Means

One of the most important concerns of a data miner is always to have accurate and error-free data. Data that does not contain human errors and whose records are full and contain correct data. In this paper, a new learning model based on an extreme learning machine neural network is proposed for outlier detection. The function of neural networks depends on various parameters such as the structur...

Outlier Aversion in Evaluating Performance: Evidence from Figure Skating

Outlier Aversion in Evaluating Performance: Evidence from Figure Skating The quality of subjective performance evaluation is dependent on the incentive structures faced by evaluators, in particular on how they are monitored and themselves evaluated. Figure skating competitions provide a unique opportunity to study subjective evaluation. This paper develops and tests a simple model of what I cal...
